Let’s start with the allegations regarding the purchase of DTC bus.
In fact, the Lieutenant Governor of Delhi V.K. A complaint had come to Saxena’s office a few days back. In this, there were allegations of corruption in the purchase of 1000 low-floor buses by the Delhi Transport Corporation (DTC). When the matter caught fire, the Chief Secretary investigated it. On finding irregularities in this, the Chief Secretary proposed to the Lieutenant Governor for a CBI inquiry. Which was approved by the Lieutenant Governor today.

The complaint claimed that the Delhi Transport Corporation (DTC) appointed the transport minister as the chairman of the committee constituted for tendering and procurement of buses “in a pre-planned manner”. The complaint also alleged that the appointment of DIMTS as bid management consultant for this tender was done with a view to facilitating wrongdoings.

It is alleged that the purchase bid for one thousand low floor BS-4 and BS-6 buses was held in July 2019. After this, in March 2020, a second bid was held for the purchase and annual maintenance of low floor BS-6 buses. There have been irregularities in both of these.

At the same time, the Aam Aadmi Party called these allegations a political conspiracy. The party said that the BJP is deliberately trying to defame AAP by making false allegations.

What were the allegations regarding the new liquor policy?
On 17 November 2021, the Delhi government implemented a new liquor policy in the state. Under this, 32 zones were created in the capital and a maximum of 27 shops were to be opened in each zone. In this way a total of 849 shops were to be opened. In the new liquor policy, all the liquor shops in Delhi were made private. Earlier, 60 percent of the liquor shops in Delhi were government and 40 percent private. After the implementation of the new policy, it became 100 percent private. The government had argued that it would benefit Rs 3,500 crore. Delhi Deputy Chief Minister Manish Sisodia himself is trapped in this matter. His house has also been raided by CBI.

At the same time, the BJP accused both the public and the government of causing harm to the new liquor policy. He also talked about benefiting big liquor traders.

1. Accused of benefitting big businessmen by increasing the license fee: The license fee, which was earlier Rs 25 lakh, has been increased to Rs 5 crore. It is alleged that the Delhi government deliberately increased the license fee to benefit the big liquor traders. Due to this the shops of small contractors were closed and only big liquor mafia got license in the market. The allegation of the opposition is that in lieu of this, the liquor mafia gave huge amount as bribe to the leaders and officers of AAP.

2. Allegations of huge reduction in government revenue in retail sales: The second charge pertains to the sale of liquor. For example, suppose earlier if a bottle of liquor of 750 ml was available for Rs 530. Then the retail trader used to make a profit of Rs 33.35 on this one bottle, while the government used to get Rs 223.89 as excise tax and Rs 106 as VAT. Meaning the government used to get a benefit of Rs 329.89 on a bottle. The new liquor policy is being claimed to be playing in this profit of the government. It is claimed that in the new liquor policy, the price of the same 750 ml liquor bottle increased from Rs 530 to Rs 560. Apart from this, the profit of the retail trader also increased from Rs 33.35 to Rs 363.27. Meaning the profit of retail traders increased more than 10 times. At the same time, the benefit of Rs 329.89 to the government came down to Rs 3 78 paise. This includes excise duty of Rs 1.88 and VAT of Rs 1.90.

Accused of showing toilet to classroom
The third allegation on the Delhi government has been leveled against the schools. BJP spokesperson Gaurav Bhatia alleged that Arvind Kejriwal’s government has done a scam to earn money from Delhi’s schools. There was a requirement of 2400 rooms in Delhi schools, but this was increased to 7180 rooms. The construction amount was increased from 50 to 90 percent.

After the increased cost, 6133 classrooms were to be built, but only 4027 classrooms were built. There is a need of 160 toilets in schools but the Kejriwal government said that 1214 toilets are needed. In such a situation, the Kejriwal government also got the toilets of the schools counted in the classrooms, so that money could be made.

Gaurav Bhatia said that by getting toilets counted in the school rooms, Kejriwal is not only playing with the children of Delhi but also looting the tax payers’ money. The BJP claims that the AAP government kept talking about building 29 rainwater harvesting systems, but only two. The remaining 27 succumbed to corruption.

The Aam Aadmi Party also denied this allegation. Said that the school model of Delhi is ringing in the whole world. BJP is not able to digest this. Hence making such baseless allegations.

Delhi Health Minister Satyendar Jain is in jail since last 30 May. He is accused of money laundering. It is alleged that he has also bought agricultural land wrongly. The investigation is still on in this matter. However, Chief Minister Arvind Kejriwal is constantly telling Satyendra Jain to be honest. Kejriwal claims that Jain has been accused of a political conspiracy.
