Women and Child Development Department distributed 4.05 metric take home ration of 2393 crores to 1.35 crore beneficiaries during 2018-21. The audit report of Take Home Ration has revealed that there have been disturbances in its transportation, production, distribution and quality. In order to overcome the nutritional deficiency among children and women, the take home ration distributed under the nutrition diet scheme was distributed in large quantities on paper.

It has also been revealed in the audit report of the CAG that the responsible officers transported 1125.64 metric tonnes of ration worth 6.94 crores from 6 ration making firms by assigning the numbers of bikes, cars, autos and tankers to trucks. The numbers written on the papers to match the database are of bikes, cars, autos and tankers.

Create beneficiaries without survey
The department distributed ration without doing a baseline survey of the number of girl students who did not go to school. The extent is that the department, without considering the number of 9 thousand adolescent girls of the school education department, assumed more than 36 lakh numbers without survey. Not only this, more than the number of registered adolescent girls in 48 anganwadis between 2018-21, ration of 111 crores was distributed on paper.

Disturbances have been found in six firms Badi, Dhar, Mandla, Rewa, Sagar and Shivpuri. Here on the date of issue of challan, 822 metric tonnes of take home ration worth 4.95 crores was supplied despite the unavailability of take home ration in stock.

Negligence in quality check
Negligence has also been done in the quality check of samples to assess the nutritional value of take home ration. The samples were to be sent to independent laboratories outside the state at the plant, project and anganwadi levels, but the department sent the samples to independent laboratories at the plant level itself. Further, samples drawn from 38,304 MT THR at a cost of Rs.2237 crore were sent to independent laboratories, which did not conform to the required nutritional value. This clearly shows that the beneficiaries have got poor quality take home ration.

The CAG in its report has recommended fixing the responsibility of the concerned authorities in case of large scale fraud/misuse in take home ration production, transportation, distribution and quality control. The report said that CDPOs, DPOs, plant officials and transport arranging officers were directly or indirectly involved in the fraud.
